06 3500 dualie can't do a burnout. HELP

My friend has an 06 dodge ram 3500 dualie with the 5.9HO diesel, and he can't get the tires to break loose while trying to powerbrake it. If he powerbrakes it up and then lets off the brake it will spin, but it won't let him just sit there and spin. He has a quadzilla progammer if that has anything to do with it... I don't know but are 03 D-Max 3500 Dually will smoke all 4-tires at ease on the 65h.p. setting and especially at 100 h.p. setting. You half to let the turbo spool up and may leave it in first gear so it will not shift out and it should do a smoke show.
