Well, free? Maybe not. Cheap, maybe. This CAI mod is actually free, some guys drill a few holes in the side of their airbox to get more air in. Kind of like the Volant system, it has the one down pipe snorkle to pull in air and also has two holes on the fender side of the airbox. Drill them on the side next to the fender also and below the filter element. A Home Depot CAI has been done. You can keep the stock airbox and replace the Hemi Hat with a 3-4" piece of plastic pipe and use rubber drain hose couplers to connect it to the airbox and TB. You can also get a premade tube, it's an AirAid MIT. The IAT mod can be done, moving the IAT sensor farther away from the TB is said to help some, it let's it read a cooler incoming air temp which helps a little. A cheap exhaust mod is to keep the stock tailpipe, it's a 3" mandrel bent stainless pipe, just replace the muffler. That's alot cheaper than an entire catback system. Remember, more noise doesn't mean more power! The stock exhaust and muffler is pretty darn good, just not loud. But, if you want loud, use a smaller muffler and if you want it quieter, use a larger muffler. These are a few that I know of.
Best mod but not cheap, Superchips: $400-475 (no pic)
Home Depot MIT (home made), Airaid MIT: $95 (below)
Muffler: $75-100 (no pic)
Magnaflow stainless tip for exhaust: $25 (below)
IAT mod: $15 (below)
Airbox mod: Free (below)

Only the 03 guys have the "pull the wire" option, begining in 04 the tranny & engine PCMs were combined into one eliminating that idea.
It was worth about .5 for me in the 1/4

Yep, only 2003 folks get the tranny TMR.
Two things you can do tho. One, install a resistor inline with the IAT ( intake air temp sensor pictured above ). This tricks the computer into thinking it has cooler air coming in and gives you better throttle response and a slight bump in power. Be aware that it will negatively impact your fuel mileage. Friggin gas prices! Most start with a 5K ohm, else buy a 0-10K ohm variable resistor/trimmer pot. Two, play with the tension of the throttle cable where it goes to the TPS. Sometimes there is slack that makes the response feel sluggish.
