I'm on 255/50/16 dr's.... I have full single exhaust I was told a cut out would help me and e-fans.... Are those two mods good for a 12.8x?

my cutout helps alot, usually 2 tenths and 2mph. i doubt the efans will help much...

what else would I need to do to run low low 8's in the 1/8 which is a 12.7-12.8? Maybe cutout,ls6 intake?

Nice times! Electric fans will help you out at least a .1-.2 and a cutout will help too. If you could get a 1.75 60' with the fans and cutout you could see 12.8 easy with similar weather.
