Last time out at the track I made a best pass of 12.33 @ 110 with dead hooking a 1.89 sixty foot. The changes I am making / have made are:
Tune / Underdrive pulley (between the two I went from 409rwhp corked to 428rwhp corked).
Lowered the front of the truck a little
Put softer longer springs in the front (went from 2.3X 60's on the street to 2.0X's consistantly but I don't think it would make a difference at the track as I was dead hooking)
Going to a 15x6 draglite in the front and a 15x12 draglite in the rear with a 315/60/15 (was using a 275/50/15)
Changing the converter from a 3,200 stall to a 4,400 stall. The STR on the 3,200 is 2.0 and the new one will be about 2.6..
I'm hoping that these changes can get me < 11.9X Any opinions and or ideas to help. Obviously shaving weight would be good but unless I buy glass hood, fenders ect I can't see where to shave weight.

That converter change is probably gonna get you close just by itself. With the other little changes it sounds like you have 11.9 in the bag. Is the new tire/wheel combo lighter than the old one?
