Default How does a gov-loc actually work ?

Had the cover off of mine today, and can't figure out how this thing actually works ?? Searched on the net, couldn't find any good info.

I can tell that the small governor spins and makes the large governor weight come out, but then what happens ? can't see what the large governor weight is supposed to do ?

I've never had one apart, so I am just curious as to how these work ?
