Nah, that's not the reason. I have no doubt those numbers are legit, its just when the graphs don't cross at 5252 rpm (for which there is a mathematical reason behind going all the way back to what defines 1 hp), the accuracy of the dyno comes into play, but this effect will also come if the vertical scaling has been adjusted, which is has in this case.
In short, don't lose any sleep over it. I don't like it when the vertical scales are different for hp and torque because I like to directly compare the respective curves of each, but oh well, it's how they did it. You just have a really torquey engine I guess.
