Never had a t4 before but my t6 turbo spools pretty quick with 80e and 3.42 gears. You can pick up a budget garrett 75-91 mm with 1.08 AR for under 1400 from forced inductions.

Moderatly sized divided housing T6 like stated above, if you don't like the spool characteristics on the 9psi 600hp setting get a spool valve that is set to stay closed up to 5psi and then open above that. Best of both worlds..
