Blower loss of psi question

Blower loss of psi question
I have an old school 2.3 whipple blower that runs through a AtoA intercooler. I had a pulley that was supposed to make 6 pounds on a 6.0 but only made 2. I then Put a smaller pulley that was supposed to make 12-14psi on a 6.0
But it only makes 7pounds. Is there something wrong with the blower or am I just crazy to think a 5 pound loss in pressure seems to be alot. Also all these numbers of what the pulley is suppose to make came straight from whipple.

Cam shaft is the one in my sig. Head work was done but combustion chamber was left unchanged as well as intake and exhaust valve size. Stock 6.0L LQ9. Blower has a 90mm tb. Stock 78mm intake.

The AtoA setup goes to the intercooler mounted i'n front of my radiator. My line for my boost gauge is mounted just before my
Intake on my intake tube. 3in tubing from the blower to intercooler to intake

There is not really an accurate chart for any engine vs pulley to equal boost. Everything you see is an estimate. Every improvement before where the boost is read will increase boost, and every improvement after where the boost is read will lower boost. Is it dropping more at higher RPM's? Is there an underdrive crank pulley installed? I would try to read the boost before the intercooler to see if it is being lost there.
