Default fuel problem, need to fix this.

adding the second pump only helped, the problem is still their.

i have been having a weird problem all this time with fueling.
i have added the second pump, added an aftermarket regulator to up pressure.
some times my gauge is steady like a rock.
some times my gauge bounces like a ping pong ball.

before my fuel pressure was a steady 45 psi.
after upgrading my fuel pressure is set for 60 psi.

we did some test today.
why, found that my fuse was melting because my wire was too small.
had to upgrade some of my wires.

during the tests, my second fuel pump was off line.
after market regulator was still hooked up and set for 60 psi.
all i got was 45 psi out of the pump in the tank.
adjusted the regulator still could not get the pressure over 45 psi.

now before i drop my tank and check.
is their some kind of relieve valve on my tanks fuel pump?
now according to my mechanic shop friends software, i should be able
to see 90 psi from my stock pump, factory specs have me at 55 psi max while traveling,
and 45 psi sitting idol at a stop sign.
but the max i can get is 45 psi, it has been like this ever since the new pump
was installed in the tank.

so like i asked, is their a check valve, relieve valve, something on the pump
that will not let it go over 45 psi.

what kinda guage you using? there's not any check valves or such in the 99-02 pumps that i'm aware of.
