Checked the entire system for leaks, and everything looked good. I've confirmed that I do in fact have a .96 A/R that would explain the spool time.
I have a 2400-2600 stall converter going in next month that should take care of that issue by itself. If not, I'll likely pick up the .81 turbine housing. Thanks for the advice guys!
