It really depends on how much you want to step up the voltage. A 1:2 will give you 24-28V. Your pump may or may not be able to run reliably on this voltage but will be a more common ratio. A 1:1.5 may be more difficult to find.
Doing a quick Google search I did not find any cheap bare transformers that fit the criteria for a circulation pump (not mine anyways). However, I did find some prepackaged '12V to 24V step up transformers'. Here is one on Amazon that my fit the bill nicely Amazon.com: Dc/dc Converter Regulator 12v Step up to 24v 3a 72w: Electronics. You may also search for 'DC to DC converter' and have some luck.

I have done a good amount of reading on robot and R/C forums, and they seem to step up from 12v to 24v and 36v to increase the speed of their R/C cars and robots, but with heat being the biggest factor. I am going to see how hot my pump is getting now before trying anything though. Unfortunately the motor is brushed, so that might wear out the brushes much faster but only time will tell.
I also came across this gem that would probably work much better than the Meziere WP136S I have sitting under my bed: Auto Performance Engineering - Johnson CM30P7-1 (Johnson CM30P7-1 intercooler pump, 17.2gpm at 1.5 psi)

I will be building the whole upper intake on mine. It will basically be a box on top of the lower intake that is 1" taller than the original. Hopefully I can get it all sealed up this weekend and finish the box part. I will be spraying water/meth under the intercooler to help out more. The only thing I am wondering about is if I can get a cheap IAT sensor with an extension like the ones on the 1900/2300 style. Does anyone know if they were available from an OEM? I want to be able to monitor the IAT's with the meth, and I think I might be introducing it too close to the port to properly monitor it.
