Thats crazy. I would expect a 408 with positive displacement blower to have big honkin ***** down low.
I say start by taking care of the slipping trans before breaking into the motor. If its slipping, you'll have to fix it sooner or later. I'm not sure that the cam is really too large. Maybe its an issue coupled with the low compression, but it doesn't seem overly large for a 408.

What do you guys think the effect of advancing the current cam further be? Closing the intake valve sooner should give a bit better response at low RPM, or is that a lost cause at 8.4:1 compression?

I'd go for something around a 220/224 or a 224/230. Comp has an off the shelf grind with a 224/230 on a 114LSA that might work for your setup. With that low compression I'd certainly be keeping your cam down to 230º or less.
