Replaced belt tensioner with upgraded one

I went from this

new design looks much better and stronger, but I'm still not getting more than 6 psi.
Is this the correct OD of the 8 psi puley?

So in this pic it appears that the Belt is still trying to jump off the pulley, is this true? has anybody done a pull test to see how strong the new tentioners spring is? I did some test on the old setup and the Gates unit and found that the Gates tentioner was 10 - 15 lbs stronger and confirmed that it was better because the Belt no longer tryed to jump off when back peddeling durring a launch and spinning the tires.
