any idea why it would be like this? I was thinking maybe a worn wastegate spring since it has about 20k on it, but it still works fine under WOT.

sounds normal to me, but let me make sure I have this right. Part throttle 0 psi and the waste gate fludders, or does it just sound like rushing air???

Sounds normal. I think it's more accurate to talk about boost in terms of RPM- I don't build any boost until ~1900 rpms or so, and don't see full boost until ~3000 rpm's... full throttle or not.

If your exhaust before the turbo is not welded air tight, that will cause this.

Even a small leak will not let it develop good boost.

Where are you getting your boost gauge signal from? My truck builds boost at part throttle, at about 25-30% throttle I can keep it out of the boost but any more than that and I see boost

It's normal...

You can put a piece of metal between the cab and bed over the air filter, it will make the "air rushing" noise much quieter....

Turbos will build boost when there is enough load on the engine... When I tow my boat I build boost much sooner than normal, so much so in fact I have a separate "tow tune"
