quick question Its A Y2K ebay turbo but at idle the turbo does not spin but as i raise the rpms it spins is this normal?

 

My pt88 didnt spin when I had it on my stock 5.3

 

oh okay i started it and stepped out and it was not spinning i ran and shut it off i though something may have been wrong.

 

my master power spins at idle on my 5.3
