Default 700r4 2-3 shifting problems

I have a 700r4 that I have behind a chevy LQ4 drive by wire engine. I have the tv cable set up to run off the pedal. The 700r4 has a manual auto valve body in it. The tv cable seems to be adjusted properly at full throttle the cable is tight and I can not pull any more out of it. when left in automatic it works fine and when manualy shifting it works fine on 1 to 2. With the 2 to 3 I have problems only above 5200 rpm. below 5200 it works fine but above that it won't come out of second till I back off of it let the rpms drop a bit then get back on it. The govener shifts the trans way to early for this engine would be fine for a tbi engine shifts at 4600 WOT in auto. I have had this tans in there for years and the problem has only came up in the last year. when part throttle shifting in auto it shifts at about 1800 rpm. I don't know how the 3to 4 shift at WOT is due to the speed it would shift at. I've searched many forums and sites and no one seems to have my problem. Below 5200 everything is fine it's only after that I'm thinking of pulling the valve body next has anyone else had a 700 with a manual auto valve body and had this issue, when I've ran this trans behind a 383 with no issues and behind this engine since 2010 only started having issues 6 months ago.
