Default 99 Silverado: shocks and strange brake problem

Just bought a 138k mile RCSB 5.3 with 4 wheel discs.

When I come to a complete stop and let off the brake, the truck makes a strange noise. Almost like a pad skipping on the rotor...quick barking squeak type noise.

No other noise only when letting off the brakes from a complete stop.

Also what are some good budget shocks? The truck has a lot of sway and nose dives under braking so I am pretty sure the shocks are trash.

How are the Monroe load assist like Rock Auto sells for $30 each? The only advise I've been given so far was Bilstein and they are over double that price and I wasn't given a good answer as to how and why they are worth that on a daily driver.
