Default Beltech 2" shackle install problem?

Well ive got one shackle done, but i cant get the bottom bolt out of the other stock shackle. As soon as i got the bolt a little way out (past the first hole), the tip went up so only half of it can be seen from the hole. Do the axles have to be up or high so that there isnt pressure on the bolts. Once i got the bottom bolt out of the first shackle, it was a piece of cake to get the other bolt and install the new shackle.

you need to relieve the pressure on the shackles. easiest way i've found is to jack up the rear of the truck slightly from either the rear bumper or spare tire.
