put an angle finder on the bar and move it around to find the right spot to drill the hole for the heim joint to bolt into. from the playing ive done, the cal-tracs work best when the bar is sitting as parallel to the ground as possible. mine sit at a perfect 0* on a level ground. here lately with the new tires and figuring out the preload and shock settings i am dead hooking 1.67 60' times. not even a squeak. if i unload the traction bars it goes from 1.67 to about 1.75 to 1.80

Yes, and I'll never put them back in my truck. I still cary a 400 lb. four wheeler in the bed just fine with out them.
Mine are level after making my new brackets for my flip, they work better than the original ones before it was flipped.
Here is a pic of the brackets I made and welded to my flip kit
since you are going from scratch...to find the right spot to punch the hole in your new perch:

my truck seems to like alot of preload. probably because i took out the overload spring. ecsb might have somehting to do with it too?
here is how i set things. with the truck on a level ground and at your race weight i set the bars to where the bolts just barely touch the top of the spring pack (do this on both sides) this is important because after adjusting one side, it will change the other side.
on the passenger side i give give it 3/4 turn preload. then i go to the driver side and give it 1/2 preload. rancho 9000x shocks set to the 7 setting. i put a jack under the frame of the truck to give me a the room to adjust the bar without using a wrench.
i know calvert says to only give it 1/4 on each side, but that didnt work for me at all. in the end i think you just have to play with your setup. everythign will act different. im pretty sure flaco told me he just gives it a 1/4 turn on the little sister and everyone knows how good it hooks. he might try the method that works on my truck and blow his tires off.
