Default Flaring Rpm's in shift?

Yes I back tracked some threads, but didn't really see much of an answer on some of them. I'm just curious if I should do a full re-build, or maybe fix the problem? It's flaring in rpm's and starts around 2k rpm's, in 2nd and 3rd. I just s/c and already tried to tune it out. It doesn't feel like a slip, just feels like its hits an rpm and it'll flar about 500-1k rpm's and shift. Never pins out. At WOT it'll flar and have low power but wont take off. Sometimes it feels like I can catch and take off at WOT. It seems like it does it more when it warms up too. 150's 160's. I don't really wanna spend all that money on a full re-build if I don't need it. it's just a DD, and I really baby it too. Any suggestions? CLutches maybe? I can also ease through it, and it wont flare, little more info...
