Default flip kit or stock?

i currently have a pretty large drop on my truck and i bottom out quite easily. guy i bought the truck from said it has over load pulled and drop shackles. well i just ordered stock shackles to lift it up some. now heres the question.

whats a better setup for caltracs? flip kit or spring over axle?

im prepared to go flip kit and c notch just so i can hook up.

let me hear some feed back.

edit: it has drop leafs and drop shackles, so i will be adding stock springs and maybe a flip kit?

I'm pretty sure that the consenses is that caltracs work better with a flip kit and stock shackles.
