What is a shackle flip, what does it do and how do you do it

As far as I know you cannot flip shackles, and if you could it would not do anything in terms of ride height.

Perhaps you are thinking of a "flip-kit" which essentially puts and axle on-top of the leaf springs instead of on the bottom.
