Default Torque Converter Lockup Problem

So my dad rebuilt my 4L65E recently and we put a ProTorque 3200 stall converter in it, but now when cruising on the highway the converter will not lock up. We tried putting power to the solenoid with a scan tool to lock it up and it still didnt. We also replaced the solenoid which didnt fix it. Anybody have any ideas as to what could make it not be locking up?

Did you adjust the tune for the stall?

Heres a dumb question.... Is the converter built to go into lock up?? And when commanding the solenoid on do you get power to it???

I'm betting it's a ProTorque drag converter without lockup.

Yea its definitely a lockup. Im actually friends with the owner of ProTorque and he said it is a lockup. And yes I was getting power when commanding the converter to lockup.
