Do they make a 1 3/4 Primary/3" Collector Longtube Header for a 99-up Truck with the V8?

yes. try one of our sponsers for pacesetters, kook, stainless works.. they all make 1 3/4" primaries with 3" collectors.

I looked at Pacesetters Website and didnt see anything..I'll try the others.
