I think this might be your problem. The open and closed side of a lobe can have different ramp rates.
I assume you have covered the basics like only turning it over in a clockwise direction while looking at the crank. The chain isn't designed for a tensioner, and you are not running one, or vice versa?
If it is still off, you might be able to get an offset keyway for your oil pump/cam gear, or even get an offset keyway cut in the gear.
Just a couple thoughts.

just got off of the phone with john from howards. he told me that they measured it out and i was absolutely right. he apologised and said it should have been caught in QC and said they will have me a fresh cut out by Friday. gotta love good customer service.
