cant get more than 44psi fuel pressure

Well that's definably a problem. It should be around 58 with it unhooked and then drop about 6-8 psi (depending on how much vac you have at idle) when you hook it up. When you replaced the reg, did you possibly loose the little o-rings in it? That what it sounds like to me. There should be a little o-ring that goes in the very back of the reg housing, I bet you lost that when you changed it out.

ive talked to 3 mechanics today and 2 of them were ase gm techs and they keep goin back to a bad ground ive put extra wires fom the motor to the frame and still nothin and with the regulator ive double checked it its still there this damn truck has me pullin out my fu%king hair i appreciate u guys helpin me out

One thing that you can do if you have the correct adapters is disconnect the fuel filter and install the gauge under the truck.
If you have good pressure there you can isolate the are of pressure loss as fuel filter, rail issues or injectors.
If pressure is bad down there the pump isnt pumping.
If lower pressure there to check your power and ground to the pump disconnect the fuel pump connector and install a test light, if available use a halogen headlight bulb with some jumper leads to ensure enough amperage is supplied to the pump, that will check your wires to pump.
Another question tho, were you having issues before you installed this new pump and regulator??
