It's a 5.3L (unless you have a ford) and those 28's are gonna rob alot of hp, add unsprung weight, reduce traction and on a personal note...look terrible.
Is that $5K you have to spend to start with or total to spend.
If its to start with the avenue should be turbo but your gonna need to upgrade your fuel system and transmission.
If that 5K is total, you should look into a TVS line of superchargers and call it a day.

28's and fast do not mix well. Like said above, get yourself some normal sized rims, a transmission upgrade, and a supercharger. If you don't want to go forced induction, a small cam, such as a 212/218 low lift should pass emissions.

6.2 requires LT or higher trim (so you can't get a WT or LS with the man motor). 6.2 ECSB destroys a 5.3 RCSB stock on stock, but you could turn that around with a bolt-on blower like member dick landy did. However, the 6.2 adds options unavailable on the 5.3, such as the four-wheel disc brakes, 14-bolt rear, and 3.73 gears.
