I use to run multiple times with the tailgate up/down with my old truck (94' GMC). I was just experimenting, and to prove some El Camino fools wrong! I saw no gains or losses, in fact it was kind of random. Which led me to believe it has no bearing on your ET. Trucks aren't very aerodynamic, and the flow is usually separated by the time it hits the roof, if not the boundary layer is huge. At the end of the cab, the air is soooo turbulent, tailgate or not.

Note: This was a 15sec truck, I know that as you get faster it would be more crucial.

I would say you should run somewhere close to 16:00
