E-fans for around $100

personally i wouldn't worry about the slits or turning it off over 40mph. if your going over 40 the wind will keep it cool enough so that it wont turn on in the first place. as for the slits its just extra work and when the fans are on they could be pulling air threw them and just recirculating it.
been running my set up for nearly 2 years and only problems i have had was the relays braking as some water some how got into one and the fuse casing melting some. just get some $4 circuit brakes from advance auto or autozone and be done.

u didnt use universal fans like op. however it was the way i was going to go initially but after a trip the the pick a part i got lucky and found some ls1 fans out of a camaro. my set up has been proven over and over from numerous other people so for the $50 i got them for i figures its alright. not only that i can walk into just about any parts store and get a new motor if one dies.
melted fuses
only difference not is that those 2 fuse holders have transformed into the circuit barkers.
