ok, if they weren't coming on before PIN 42 was connected, then there can't be anything wrong - both fans will come on low when the PCM pin recives -12V. If they are both coming on low with the ignition, then they are recieving a -12V from the PCM at the point of ignition on.
With that fact established then there is only two possibilities:
1.) the Pin is in the wrong hole (double and triple check that it's in slot 42 of the Blue connector)
2.) the PCM is sending -12V to Pin 42 either because of a defect or an error in tuning
I guess I should have asked this a long time ago, but was the engine cold when you noticed the fans running "all the time"?

Thats the exact same thing mine did with my wait4me tune. I got your PM, let me know what happens. Ill help you out however I can.
For anyone else with a similar problem, pull the pin out of slot 42, and check that point to ground with an ohm meter. My money is on the slot being grounded all the time.
