if you are on a budget, then they are a good choice

Pacesetters arent available in long tube for the 1996-1999 Vortec 350 and 305, they only make shorties, they are 72C1320 ARMOR*Coat, 96-99 Chev/GMC P/U, Sub./Tahoe 5.7L w/o A.I.R., Shorty Header 544.95
and 70-1320 96-99 Chevy/GMC P/U, Suburban/Tahoe 5.7L w/o A.I.R., Shorty Header 319.95
but no longtubes or even mid length headers.
On the Vortec engines the headpipes (poipes that connect the headers to the cats) are quite restrictive.
There is 2 sizes of stock headpipes, the 1/2 ton exhaust measures 1 7/8" OD and the 3/4 tin trucks have headpipes that measure 2 1/4" OD.. IIRC the Tahoes also have the larger exhaust.
If I had the smaller 1 7/8" headpipes on my truck from the factory, there is no question I would do long tubes with custom 2.5" headpipes to the cats, even the stock cats with larger inlets and outlets welded on stock Vortec 350 cats are high quality and flow very well.
If I had a Tahoe or 3/4 ton truck with the larger 2 1/4" OD stock headpipes, I would think about going with a quality shorty header and using the stock headpipes and cats.
I dropped 3/4's of a secong in the 1/4 mile with Hooker longtubes, exhaust and an EdWight fastchip PCM tune.
I wouldnt just do shorties on a Vortec 350, the gasin wouldnt be near what they would be if you opened up the pipes the headers dump into, the exhaust only flows as good as its most restrictive piece.
You can get the coated Hooker Comps with 1 5/8" primaries and 2.5" collectors from Summit Racing WITH their ceramic coating for $369.00US. These rae a true long tube, heck the coated shorteis from PAcesetter are over $500.
If you need to run EGR, just get a EGR fitting bung and get it welded into 1 primary tube of the drivers side header, install the headers, then drive to the exhaust shop and get some 2 1/4 or 2 1/2" headpipes made up and installed, tell them to weld in the pre cat O2 sensors as close to the colector flange as possible. You can use the stock cats if you want, if you want new cats, they can be had for decent prices, I paid $220CAn for 2 hi flow 2.5" cats.
Then you have a very nice and very hi flow cat and precat system.
any muffler shop can weld in the EGR fitting and O2 sensor bungs for you.
I dont run EGR, I installed my Hookers myself, and just removed the EGR feed tube from the intake manifold and plugged it,I then unplugged teh EGR motor on the front of the manifold. I got the resulting trouble code tuned out of teh PCM, no bg deal.
here is a link to TOG, The Other Guys Headers, these are what James uses.

They are over $700US though.
Here are the TOG headers features
• 14-gauge mild steel
• Electroless-nickel-plated
• Titanium-thermal-barrier-ceramic
• Corrosion and heat resistant
• 1/2” thick precision-cut flanges
• 50-state legal
• California Air Resources Board (CARB)
• Exemption No. D-509
