the cc's are in reference to the volume of the combustion chamber (in cubic centimeters -> cc) so a smaller combustion chamber will run your compression ratio higher as the same amount of fuel and air is being compressed into a smaller space before igniting. a larger combustion chamber will make for a lower compression ratio.

If budget is truly super tight, the SDPC heads will work, they certainly are much better than stock. They don't flow as well as the Texas Speed heads. Guess you have to decide if that extra $235 is worth the extra flow numbers.
Higher compression ratios will give you a little extra power if you stay N/A, but you'll also probably need to run higher octane gasoline.
