This is my plan, buy heads, save up for a cam, buy it, then install. Then save up and get a nelson tune. Should I just do it all at once or does it really matter?

PS, what is a HP tuner? Like a diablo or Superchips?
I had a HppIII and it sucked.

Oh, I am staying NA. I planned on supercharging but It is too expensive!

Also realize those are the perimeter bolt heads, you will need a compatible set of valve covers. Not a major deal but be aware.
You are going to take a serious CR hit, difference from 61cc to 67cc. Look in the LS1/LS6 Internal Engine thread at the top for more head volume vs CC, etc.
If you are going F/I then you are in good shape, else the milling needed to get back to the stock 9.4:1 is gonna be rough. Too much change to the rocker and pushrod geometry for my blood.
If you opt out, you should be able to re-sell them for a similar amount.

I was about to mention the perimeter bolts,he beat me to it.I bet you can have your guy build you a set of 5.3 heads for the same price,have them milled .020 and your problems are solved.

5.3 cores are normally cheaper.

Yeah, I havnt paypaled the guy yet as he is trying to help me also. I guess I will ask him if I can back out. I really should have researched a bit bfore getting all excited! Anyways, thank you all very much for your help. I really appreciate it.

With that said, what heads and cam SHOULD i go with?

You will need the tune done when the cam is installed alot of cams require tuning some dont, some also need higher stalls to be streetable. 5.3 heads are cheap. If I had to do it over again I would go with a stage 1 or 1.5 from patriot, get the cam and BUY HPTUNERS!!!!!!!!
If your on a budget I would get a cam kit with springs etc and not even mess with the heads. This will get expensive real quick especially if you arent doing the install. Get the install prices before you buy the stuff.

I will help in any way I can but you really need to do alot of reading and research before you jump into this.

If you want the most for your money the best thing you can do is save about $2k to cover all of it,then buy a good used low mile 6.0,$200 cam and a tune.It isnt much more work than a H&C install.And you will pick up over 2x the gains over a H&C.IMHO
