How hard are yall driving in stop and go?
I can get 17.5 in town with my truck and thats with the 6.0/4L80E.. 23ish on the interstate.. and she weighs 5000.
Only time i ever dip down in the 14s is when i run it really hard tuning or towing a trailer.

If I were you I'd call my insurance company and ask them the prices for a few different cars. The CTS-V may be slightly cheaper on insurance but a WS-6 or GTO will be a bit cheaper then $21,000. Insurance would have to be a lot more to make up the differance.
Also check on the price of parts. If your planning on modding it parts for the caddy might be a bit more.
