upgrade the headunit... D1 or bust!! Sounds like a good starting point, the LPE cams seem to make good power and have pretty good drivability so thats always a perk. As for lifters, I have a set of Comp 850s that I need to get rid of!! Rocker arms aren't going to help you breathe any better, I honestly wouldn't worry about them unless you just really want to.

smaller pulley = 6-8 rwhp.. if thats worth $200+ or whatever they cost, then have at it?
only way to check PR length is to buy a length checker, and check with the cam installed, as far as i know. generally, a 7.400 will work fine.
stock retainers will also work fine, unless you plan on revving high a lot.. plenty of stock retainers have seen 6400 rpms or more.. titaniums are superior though, for sure.
read my thread about the TBSS intake mani, i still am not sure if its going to gain you much.. you may want to send it out to be ported before installing it, for a few extra hundred.. it may be well worth it. (porting)
good luck on the build.

i would leave the rocker arms alone, and the lifters, unless your engine is a high mileage one...
