If you had to put the cardboard in it would be best to put it just like you said, in between the A/C condenser and the rad.
When you put the modified thermostat in did you adjust the cooling fans to come on earlier? If not that is probably why you didn't see any change in temps in stop and go driving. At cruise you should've saw lower temps but, with the stock radiator mid 180's might be normal. What I'm saying is maybe the mod did work but, the cooling system was not able to drop the temps anymore. If you want to check the BB mod, use a thermometer in a pot of water on the stove to see when the thermo starts to open. That way you can be sure it works before installing it.
If you can get a 34" rad, get it. It's ~20% bigger and will really take care of business.
It sounds like you have a good control setup already. Just turn the on temp down some the next time you put a lower thermo in. If that still doesn't help in stop and go driving then I think the limits of the smaller radiator have been found.

Even at cruise I stay around the really high 180's with the mod'd t-stat and the A/C off with i on it stays right around the low 190's usually...I think my cooling system just can't keep up. Like my gauge pops up the the middle of it and slowly pulls to stright up ( a bit left of) so I think the mod did work.
Hopefully if all goes well, I will have that 34" cored radiator here pretty soon. I wish GM would have put 3/4 tons parts in the 1/2 ton heavy big trucks like the 4x4 ones...34" rad, oil cooler, 4L80E, and at least a 9.5" rear axle. Ah well, that is why there is the aftermarket! GM =
I wonder if you could take that 28" rad to a shop and get two aluminum tanks installed into it?
