Incorrect, like mentioned above you can add some high flow cats.

Are you talking smog legal or ?
My truck is a daily driver. I drive it to work every day and like today, go grocery shopping with the wife every weekend. I have long tube headers but it took me a couple of years running short tubes to just go for it. I really didn't gain a whole lot over the JBA shorty's I had on the dyno (~10hp/tq)but they do feel and sound much better.

Also the person questioning is from Virginia beach and your from Georgia. Laws will be different. The headers themselves can't be illegal, only the cat placement or lack there of. Even if the cats have to remain in the factory position a good muffler shop can cut the LT's and weld in some highflow cats and should still see a gain over the shorties.
Plus the LT's and a tune will increase your HP/Tq AND mpg over the shorties. so its one of the best moves you can make for a DD.

Carey, I completely agree with whats been said already... sell the shorties, and get some long tubes.. hell, even keep it cat-less I know people up here who'll still inspect you. I've had LT's on my truck here for almost 2 years with no problems. If its a huge deal, get a catted Y pipe, but the full-length headers will be better all over... and make more tq.
