Do you have one of the adjustable fuel pressure regulators on there. They do make them for the TBI's, they are a nice piece.

Yup! The Holley has a built in regulator 0-30 psi. I also have a Walbro 255 in the tank and even with the TBI regulator turned all the way down the pressure is still at 15 psi. It runs rich at idle but then it levels out around 3000 rpm.
