Rear break problem

Any one ever had a problem with the rear brakes after changing pads and rotors. Mine seam to be stuck on.

Well if you ever do come accrost this it was the lower slider on the caliper. It seams to be open to the weather and was locked tight.

which ones locked up? disc or drum? make sure your e-brake cable isn't in a bind somehow. and why do you say they are stuck anyway?
