Are all the V8 motors based off of the ls1 platform?

no, not all v8's are based on the LS1 platform.

It probably depends on how you look at it - which came first the chicken (LS1) or the egg (Gen III)... but...

All 98+ (I believe that was the starting year) smallblock truck motors with 4.8, 5,3 and 6.0 displacements are Gen III's like the LS1...

There were still a few 5.7 truck motors in production until at least 2000 - those are not Gen III.
