It is normal for a serpentine belt to squeel on a rapid decrease in engine RPM. During a shift the engine decellerates faster than the accessories. When this happens accessories impart their inertial energy back to the crank which pulls the slack side of the belt tight. The belt tensioner is only strong enough to keep the slack from flopping around, not hold up against power transfer. During an upshift the entire belt goes slack because of it. If you could watch the tensioner during an upshift you'd see it bottom out.
Consider it a good excuse to buy a performance high-stall torque converter. Less RPM drop during a shift is easier on a sepentine belt system.
