Default swap or no swap?

I am looking into building a atleast mid 13 second daily driver and am wondering would the 5.3l I already have be a better base than a 5.7l ls1 engine? How much more gas would the 5.7l suck than say the 5.3l, if any difference at all? For the 13 sec. will not be using N02 nor SC.

The bigger cubes will definitely make it easier to reach your 13 sec goal. Gas mileage won't change dramatically, much of it also depends on the cam you choose to run and your tuning.
