A lot of great advice in here TFA303.
We like 706 heads for this build as a few other members have mentioned. Yes, the 799 and 317 heads flow better, but we're not looking for peak power or peak flow for this build. Compression is power and torque. It will improve both through the entire range. You could sell the 317's and 799's and use that money to have a good bowl blend and valve job done on the 706's. This is going to require better fuel. We'd recommend 91 or better. If that's not something you're interested in run the 317's. Throw some bolt-on's on it and call it a day. We think the benefit of 706 heads, TBSS intake, free-flowing exhaust, better fuel, and a good tune will be a big improvement here.
Another upgrade could be gears. If you're looking to improve low to mid-range torque going from say 3:23 to 3:73-4:10 gears will certainly help that. Gears will help keep the engine in the powerband through gear changes.
Tie all that in with a cam upgrade and you could have yourself a healthy daily. A cam we have in mind is the Pro LS Truck stage 1 high-lift SUM-8719. Specs on it are .550/.550, 209/217, 112+1 with -10* overlap. Your mentioning of low-end and having a good mid-range is why we're leaning towards this cam. It can have a smooth or noticeable idle depending on idle speed. One nice thing about this cam is it pairs well with budget-friendly LS6 springs. Another thing is it will work with the stock converter so no need for a stall converter.
