Thats why I made my original post. A big torque converter and slicks would really help get him towards the 13.8 part, but 99mph is going to take quite a bit more performance parts to achieve.
For comparison, cashdudehomie has a reg cab with a LQ4 swap. He has an Intake, dual exhaust, ASM Headers, ASP Pullies, Yank TT3000, 4.10s, Eaton, Hypertech, 160 Tstat, LS1 Fans. He ran 13.8 @ 97. He also has a some traction issues, which usually result in slower ETs, but higher MPH. Thats a lighter single cab with those mods running 2 mph less than the questionable excab vho.

I would think in the long run the SS would be faster. Just look at parish. I would rather have a Z-71 with a 6.0 LQ9 and 4L80E swap than an AWD SS. At least with 4WD, you can switch it to 2WD for economy and burn-outs and then back to 4 HI for kickass acceleration. My '00 Z-71 runs good (mostly stock) and grips harder in 4HI. I was playing around with it and in 4HI, it has awesome traction, even in rainy weather.
