Vortec 350 running rich (P0172, P0175)

Default Vortec 350 running rich (P0172, P0175)

It's hard to start, turns over several times before it spits, sputters and fires off. Occassionally it starts fine, but it seems that it only starts fine after it's been immediately shut off(turn it off, start it right back up, starts normal). It smells rich while sitting there idling. I put my code reader on it(no check engine light) but I was able to pull 2 codes:
P0172 System too rich (bank 1)
P0175 System too rich (bank 2)

I also put a fuel pressure guage on it:

engine off for a few minutes - reads 0psi
key on - reads around 60psi
engine running - reads right at 55psi
shut off - the pressure goes back to 0psi witin a couple of minutes

It's my understanding that a cold engine doesn't monitor O2 sensors at startup - so that leads me to think it's fuel, as in injectors or pressure regulator? There's not obvious exhaust leaks.

Any suggestions?
