What is this in my oil pan?

What is this in my oil pan?
I was changing the oil the other day and after removing the drain plug, this thing popped out!
So what is this? Is it a tube to help drain the oil without it dripping on the skid plate? Or more seroiusly is it a pickup tube from the oil pump? I've changed the oil about a half dozen times and this is the first I've seen this. After the oil was done draining, I was checking it out and I was able to remove it.

I think I've seen a post like this before. If I remember correctly, the guy was told it was something left in the pan during assembly. I personally wouldn't like it. But, it doesn't resemble anything internal to the motor, so its not likely a broken part. Its heavy enough that I doubt that it would have made it up high enough to cause any damage. I don't think its part of the oil fill tube.

I am not 100% sure but that may be the plug for the dip stick. I know FORD does that with the transmissions, the push the dipstick in and leave that plug at the bottom of the pan. We have found plugs in pans from cars that are 6 years old!

Light steel, about 2 inches long and around 1/4" OD, the last 1/4" or so is a bit larger. If if was to assist in drainage, I figured it'd be flared at the end so it couldn't be removed through the drain hole.
