All I know is I was running 15 flat, put the VR King Cobra on and now I'm running mid 13's. Everyone at Thunder Shootout witnessed this.

Is it possible that running the thing on a dyno, because it is sealed, doesn't show the "ram air" aspect of the intake that "increases intake presure".

In order for the "ram air" effect to function properly you would have to be going 130+mph for a real "ram air" effect.
