Only difference between the LS3 and L92 is the LS3 has lighter valves and slightly stiffer valve springs.

821 is the LS3 casting. 823 is the L92 casting. There is no difference if they are being sold BARE. 821's come with the lighter intake valve and 570" lift springs. 823 springs are good for 520" lift. Both have 70cc combustion chambers.
