I will try to clear the air to help you out.
The long brackets go from the top of the plastic skid plate to the lower portion of the bumper cover. All these do is stabalize the nose of the cover on the bottom.
The 90* brackets go on the sides of the bumper and cover. The brackets are easy to make. I had a original JG truck and had an idiot valet run the bumper into a curb. They wanted to clain it on insurance... I just build the longer brackets from .090 5052 aluminum and the side brackets from 2" 5052 aluminum angle because I'm **** and wanted them to match.
If you can wipe your own *** you can build these brackets.... its that easy.
Oh and hardware can be purchased at home depot or lowes for under 5 bucks.
