Cheap junk tires will make you hate your truck faster and worse then anything. I have no personal experience with Nankang other then seeing them and visually not being impressed at all. If you are going to go cheap look into Nittos. I've heard the tread life is very hit and miss but they are usually fairly cheap and don't seem to have the balance and vibration issues for some reason. I just bought 305/70-16 Mickey Thompsons for the 99 and I believe they are American made tires. Huge difference over the junk Kelly Safari's that were on it. They ride better, look better, handle better, and there is no shimmy in the steering, and for a 60 pound tire they balanced out very well. I did have to pay some money for them though, a little over 250 a tire but I got them online and installed them myself and still beat the local guys' prices by 250-350 bucks.
